    New telecoms bill unlikely to be passed?

    Business Day says that the new Electronic Communications Act will give the Minister of Telecommunications too much power, may be unconstitutional and will threaten the independence of the regulatory authority.

    Business Day says that a major concern is that the ministry wants to have more power over the management of the radio frequency spectrum, a role that might result in a conflict of interest as the government has shares in companies that are interested in getting access to the scarce and lucrative spectrum.
