Johannesburg's's billing systems website still isn't "up" more than a month after it was hacked, releasing personal information relating to hundreds of thousands of ratepayers. Residents are entitled to ask what is - or isn't - being done to fix things.
A colleague says she won't pay an "average" for electricity and water because the money will disappear and never be found again.
Sergio dos Santos, a Democratic Alliance city councillor, confirmed the council's billing system is moribund. "The council's claims to have resolved its billing problems are mendacious," he said.
When his party held a billing complaints day last year it received more than 4,000 complaints. Nothing has changed. Dos Santos says this problem began in the previous term of elected councillors when a new system was rolled out. It has never operated successfully.
And those with difficulties encounter myriad problems in attempting to rectify matters. In one case, Dos Santos told me of a home owner with an R8m outstanding account except that, though her name appears on the account, it isn't hers and relates to another person, geographically.
"I can only conclude this is the result, first, of a grossly deficient billing system and, second, is worsened by municipal officials who are hopelessly inadequate relative to the posts they are supposed to fill," he added.
