I agree that CMS help to streamline and reduce overall costs of the web design project, however, care should be taken in assessing the quality of code used on the theme or templates. Let us remember that web design templates or themes are not all the same with respect to the quality of the code as well as other features and functionality such as compatibility with third-party add-ons.
