First public sector excellence awards finalists

The Brand Leadership Academy will launch its inaugural Public Sector Excellence Awards on Monday 26 October 2009 at the Sandton Sun Johannesburg. These 25 awards will recognise marketing excellence and service delivery leadership in the public sector across the three spheres of government, government agencies, parastatals and NGOs and include reputation management, communication effectiveness, marketing, public service and leadership.

“The initiative is aimed at recognising and celebrating excellence in the public sector,” commented Thebe Ikalafeng, founder of Brand Leadership Academy and the initiative. “Global best practice dictates that marketing excellence in the public sector contributes greatly towards service delivery and positively shaping public opinion.”

The finalists are drawn from the nationally representative Public Service Excellence barometer developed by TNS Research Surveys on behalf of the Brand Leadership Academy. This independent barometer is inspired by, among others, the State President Jacob Zuma's call for “citizens to actively participate in the day-to-day running of government and for public servants to turn the public service into efficient, effective and very caring machinery that will respond effectively to the needs of our people.”

The sample for the first barometer is benchmarked against the national government's sampling for a nationally representative poll among adults covering metropolitan, urban and rural area and all provinces. The barometer was adapted from TNS Research Surveys' corporate reputation model to create a Public Sector Reputation Index, anchored on 13 attributes, which include leadership, service delivery, financial management and trust in the public sector across government, government departments and parastatals.

  • Government campaigns perceived to be most effective - HIV/Aids campaign and Arrive Alive
  • Provinces with best reputation - Free State, KwaZulu-Natal and Northern Cape
  • Government leaders perceived to be doing a good job - State President Jacob Zuma, Western Cape Premier Helen Zille, and National Police Commissioner Bheki Cele
  • Departments best known by public and with best reputation - Department of Health, Finance and Basic Education
  • Best known and highest reputation parastatals - Telkom, SARS and SARB.
