Municipal managers paid huge salaries

The six managers of South Africa's metropolitan cities are earning more money than many other public officials in South Africa with Johannesburg's municipal manager, Mavela Dlamini earning the top salary of R2,3-million a year.

Times Live says that this is more than Deputy President Kgalema Motlanthe or newly-appointed Chief Justice Mogoeng Mogoeng who both earn R2,2-million. The only government official earning more than Dlamini is President Jacob Zuma who has a package of about R2,5-million a year.

The figures are contained in the 2011 Local Government Budgets and Expenditure Review. The report was released by Finance Minister Pravin Gordhan last week. It shows that city managers are among the top earners in the public service.

eThekwini's manager, Mike Sutcliffe earns R2,1-million, more than cabinet ministers or their deputies. Ekurhuleni manager Khaya Ngem gets R1,8-million while his counterpart in Cape Town, Achmat Ebrahim earns R1,7-million, equivalent to the salaries of provincial premiers.

Acting manager of the Nelson Mandela Bay Municipality, Elias Ntoba is the lowest paid city manager, earning R1,4-million a year, far more than the R843 000 paid to Members of Parliament.
