To strengthen the NFVF’s efforts to fulfil its mandate to support and facilitate the equitable growth and development of South Africa’s film and video industry, the National Film and Video Foundation (NFVF), an entity of the Department of Sport, Arts and Culture (DSAC), has appointed Dr Shadrack Bokaba as chief executive officer.

Following the recent directive from the Minister of Sport, Arts and Culture to dissolve the Council, the Ministry has confirmed the temporary activation of Section 49(3) of the Public Finance Management Act (PFMA).
"Under this emergency statutory mechanism, the incoming CEO will concurrently serve as the Acting Accounting Authority for the public entity.
As the designated Accounting Authority, the incoming CEO has the statutory power to execute fiduciary sign-offs, ensuring the critical quarterly core funding allocation cycles and Presidential Employment Stimulus Programme (PESP) disbursements.
"This administrative mechanism ensures that independent film practitioners, production houses, and crew members across the sector face zero financial delays or operational paralysis during this transitional phase," says company secretary, Lindeka Moeng.
New chapter for NFVF
Dr Bokaba’s appointment marks a new chapter for the NFVF, with a focus on organisational stability, strategic direction and strengthening the Foundation’s ability to deliver on its mandate.
His leadership is expected to support a strong operational focus, sound governance and a people-centred organisational culture, while strengthening the NFVF’s engagement with the audiovisual sector.
Strong, collaborative team
Following his appointment, Dr Bokaba met with NFVF staff and emphasised the importance of building a strong, collaborative team committed to serving the South African audiovisual sector.
Dr Bokaba brings more than 25 years of leadership experience and over three decades of experience spanning music, theatre, film, cultural policy and arts management. He has a proven track record in strategic planning, governance, organisational development and stakeholder engagement.
His qualifications include a Master’s in Business Administration (MBA) and a PhD in Cultural Policy and Management.
His extensive experience in public sector and funding environments has provided him with a strong understanding of governance frameworks, institutional oversight and stakeholder accountability.
“I am happy to be back and look forward to working with the NFVF to serve the film sector in South Africa.
