CDE wants incentives for teachers
The Centre for Development Enterprise (CDE) claims that trade unions could hamper the essential reforms needed for South Africa's education system according to an article published in Business Day.
It quotes Ann Bernstein, executive director of the CDE as saying that while South Africa is spending between 5% and 6% of its gross domestic product on education, the country remained at the bottom of the international ratings for performance of students.
She says there should be incentives for teachers who consistently perform well and consequences for those teachers who perform badly.
However, the South African Democratic Teachers' Union (Sadtu) claims that the report "lacks credibility" and claims that it is part of "a campaign led by opposition parties".
