Entry Level Public Relations Positions

Ok so here's the deal, I went to a technikon for four years, studied so hard and received the Deans Merit Award with hopes of being a PR officer. The plan was to move to Johannesburg where i could learn and move closer to the dream. Reality soon sunk,in after numerous
of failed interviews and no responses, so finally i landed a job at a college doing work that resembles public relations, i guess. My question is why do most position require candidates that seem "prepacked" with 3-5 years experience, when they are so few PR entry level positions? Which companies or angencies specialise in entry level posts? Please someone help
