Are we a 'capable state'?
In this month of Zexit, the budget speech, a moving Day Zero for water cut-offs, and a postponed SONA, UCT Press has still managed to attract interest in its latest title, Building a Capable State: service delivery in post-apartheid South Africa - at an International Urban Conference on 2 February, a brown bag lunch at National Treasury on 7 February, a Gauteng City-Region Observatory seminar on 8 February, and The Book Lounge in Cape Town on 14 February.
The authors – Ian Palmer, founder of Palmer Development Group (PDG), a South African development agency; Sue Parnell, Professor of Urban Geography at UCT; and Nishendra Moodley, who works with the National Treasury’s City Support Programme – focus on water and sanitation, energy, roads, public transport and housing over the last 23 years, and ask whether the South African government has succeeded in improving access to services for the country’s black majority.
