Johannesburg council appoints new manager
Lukhwareni, currently the deputy manager for the City of Tshwane, is expected to take up his new position in January.
The DA's chief whip in the Gauteng legislature, Mike Moriarty, was seen as a frontrunner for the position but he fell out of the running.
Lukhwareni will take over from Trevor Fowler.
Earlier on Thursday the city's council meeting stalled when ANC chief whip Solomon Mogase commented about the EFF being married to the DA after the local elections in August.
"The EFF ... exists in its own right," said an EFF councillor who asked speaker Vasco da Gama to order the ANC to withdraw the comment.
Da Gama struggled to hold the meeting together after Mogase and ANC councillor Matshidiso Mfikoe refused to leave when Da Gama ordered them out of the council.
Tshwane faced a similar situation following a protest at its council meeting on Thursday, but by the middle of the day the situation appeared to have calmed down.
On Wednesday the Ekurhuleni meeting had to be adjourned after it was disrupted by members of the EFF who insisted that the council respond to questions about evictions in informal settlements.
