Menlyn casino opponents may go to court

The Gauteng Gambling Board's pending decision on whether Sun International can relocate its Morula Casino from Mabopane, north of Pretoria, to Menlyn, in Pretoria, East, is likely to be contested in court.

This is according to DA ward councillor Duncan Baker, who says there is a lot of money at stake.

Sun International's application for permission to go ahead with its R3bn casino and hotel development at "Times Square at Menlyn Maine" has come faced fierce opposition from church leaders and residents and from rival the Peermont Group, which owns Emperors Palace.

"[The Gambling Board's decision] will first be taken on review at the Pretoria High Court and, either way, the outcome will be taken on appeal. I am convinced it will go all the way to the Constitutional Court," Baker said.

Peermont, which has appointed David Unterhalter SC to argue its case, says the Menlyn development could result in huge losses for it.

"Peermont views this matter in a very serious light as future investment in the gaming industry depends on a stable regulatory framework and a degree of certainty," said Peermont public relations manager Julie van Wyk.

"Churches are praying that the application will be turned down," said Michael Neumann, who represents more than 15 church leaders.

The churches contend that the proposed casino would be too close to The Glen High School and the Wesleyan Church, which has a creche and an old-age home. They also argue that it would lead to petty crime and loitering.

Attorney Teresa Conradie is representing about 6,000 residents who object to the development.

Gambling Board legal manager Lucky Lukhwareni said a decision was expected by the end of July.
