Vodacom says it is implementing measure to root out fraud in pre-registered SIM cards. In terms of the Regulation of Interception of Communications and Provision of Communication-Related Information Act (Rica) all SIM cards must be registered under the cellphone user's personal details.
Business Day says that retailers were buying SIM cards in bulk and then selling them to consumers without re-registering them. Vodacom says that it will also deactivate all SIM cards that are not activated within 30 days.
