CAPE TOWN: Sector education and training authorities (Setas) have come in for heavy criticism again, this time for failing to provide some students with certificates for completed training.
Earlier this year, Higher Education and Training Minister Blade Nzimande criticised Setas in Parliament, saying there was "little" to show for the R37,5bn given to them since 2000.
Setas have been criticised for a lack of capacity, and short courses that hardly encourage life-long learning and training.
The Democratic Alliance (DA) said on Tuesday, 24 July 2012, it had received a number of requests for assistance from students and service providers who had not received certificates. This was keeping young people out of jobs, it said.
DA higher education and training spokeswoman Annelie Lotriet said there was "simply no will or competence" to issue the certificates. Some students had been waiting for the Seta certificates for up to three years "but their pleas to government have fallen on deaf ears".
The Department of Higher Education and Training has said one reason for the delay in issuing certificates was that some Setas had not kept proper records.
The department's director general, Gwebinkundla Qonde, said yesterday that the department was "working very hard" with the Setas to make sure the affected students would receive their certificates.
