His key areas of expertise include local governments, public-private partnerships, civic leadership, land use, regulation, negotiation and executive education. He teaches graduate courses on inter-sectoral leadership, business and public policy, international issues in public policy, negotiation as well as international laboratory. He also lectures locally and globally to build capacity and foster leadership among public executives worldwide.
Dr Michael Sutcliffe, former City Manager of eThekwini and co-founding partner of City Insight, will follow with a presentation and chair the panel discussion on 'Local Government Leadership in the 21st Century: Leading Efficient and Effective Institutions'. He has presented papers across Southern Africa and internationally in more than 20 countries. He was co-chair of the UCLGs Commission on Urban Strategic Planning and an international board member of the Global Cities Indicator Forum.
This two-day conference could mark a turning point in the delivery of service in cities, as delegates discuss and reflect on the leadership requirements for local government to be able to deliver basic services effectively and efficiently.
The organisers are encouraging South African and SADC local government practitioners, policy experts, academics, development financiers and representatives of corporate South Africa to attend. It comes at a fitting moment, as South Africa celebrates 21 years of democracy and 21st century leadership in local government.
The City of Tshwane has a deserved reputation locally and globally as a learning capital city that is an active participant in the development, advancement and transformation of the local government agenda on issues of training and learning, building competency and development of leaders. This conference will provide an international platform to engage on the subject of leadership with other sectors of the economy and the world, in line with TLMA's mandate to enhance City of Tshwane's leadership skills.
Panel discussions and presentations will deal with the following topics:
Governance, ethics and corruption (collective leadership - a catalyst for responsive, accountable and ethical local government)
Professionalisation - human capital development, skills development and performance management
Women leaders in local government - strides, gains and losses made since 2001
