MEC to act after irregular appointments

An internal report into how senior municipal officials were recruited has identified gross irregularities in at least two councils in the Eastern Cape. The report has prompted local government MEC Mlibo Qoboshiyane to intervene.

In at least two municipalities, the councils illegally renewed the contracts of managers without advertising the posts or involving the necessary departments as required by the Municipal Systems Amendment Act.

The councils are required to advertise the posts of municipal managers nationally in order to attract a pool of good candidates.

According to the report, the contract of Buffalo City municipal manager Andile Fani is yet to be tabled - two months after he was appointed to the post.

Fani's appointment is marred in controversy, with claims that the provincial ANC leadership had forced the council to appoint him.

"It is clear to me that some of our municipalities didn't conduct their recruitment processes properly," Qoboshiyane said in a statement.

"I would never concur with recommendations when processes have not been followed properly.

"As the MEC, I am duty bound to ensure that all that we do in government is according to the law. My decisions on these appointments are informed by the law."
