The facility plans to extract oils from seeds, nuts and certain fruits, such as avocado, and sell the oils to companies that use the oils to make a range of beauty products including shampoos, face creams and other preparations.
The Sowetan quotes Sasol ChemCity's Berman Berry as saying that the area has a particularly high unemployment ratio and the project will help to create opportunities for young people living there.
The Department of Science and Technology has agreed to fund the programme for the next three years.
