Zokwana's budget speech - a pragmatic approach to challenges in agriculture

The Minister of Agriculture, Forestry and Fisheries, Senzeni Zokwana delivered his first budget speech for 2014/2015 on Wednesday. And Agri SA hereby congratulates him on "his pragmatic approach to challenges in the agricultural sector and the fact that he avoided politicking", said Agri SA President Johannes Möller.

In his speech, the minister referred specifically to the contribution that agriculture must make to poverty relief as well as food insecurity of approximately 12 million of the population.

According to Möller, these are praiseworthy objectives but the achievement thereof will require far more than can be delivered by agriculture alone. "If policy coordination between state departments and ministries does not improve, very little will come of the expansion of irrigation, job creation and the development of land that is currently used mainly in communal context. These imperatives, as well as relevant legislation, will of necessity require the involvement of other state departments, which is a determining factor in promoting agriculture's contribution towards government's objectives," said Möller.

The minister referred to the importance of the National Development Plan for future agricultural development, including various other developmental-oriented documents which focus on agriculture and industry. The minister paid special attention to the development of small-scale farming operations. Möller said, "It is vital, however, that we spell out, within this context, the importance of all farm-sizes, especially against the backdrop of increasing urbanisation and the accompanying need for food which the formal sector must meet."

"As indicated in his speech, Agri SA has already spoken to the minister as well as deputy minister Bheki Cele about these and other challenges. I believe we have established a basis for cooperation. Although there are many challenges, I am of the opinion that the minister has, during his brief time in office, already taken thorough note thereof," he said.
