Protea Parkways Consortium will be responsible for operating and maintaining the road while a consortium comprising Group Five, Basil Read and French company Bouygues TP will undertake construction work.
The project will involve major road construction on the N1 and N2 with more lanes being added, interchanges widened and the Huguenot tunnel being duplicated to allow for two lanes of traffic in each direction.
Sanral says it is up to Protea Parkways to decide if it wants to build a second tunnel.
