Police spokesman Brigadier Thulani Ngubane said the plane was spotted by a cattle herder near the dam.
SABC radio news reported that a helicopter had crashed into a dam in the North West but Ngubane said it was a plane.
Ngubane said boats were coming from Klerksdorp to assist in the search for the wreckage and any survivors. The plane had landed in the water between 5.30pm and 6pm and was some distance away from where police were.
"Police are unable to investigate until the boats arrived as it is dark and the dam is large and deep," Ngubane said.
It was assumed that two people were inside the aircraft, a pilot and an assistant.
Police suspect the aircraft may have been on a training flight from the nearby Mafikeng airport.
Ngubane could not confirm the cause of the accident or any other details until investigations were underway.
