My immediate thoughts on the comments are - the need for equitable access, understanding the market size/character needed to ensure viability and retail mix. Shopping centres are key to the future development of disadvantaged areas (eg townships, rural areas). Using disposable income as the measure will ensure that impoverished communities will have less access or have to travel longer distances to get access to them. On the other hand, we need to ensure that shopping centres will have a long term viability. Therefore, the need to look at their optimum location taking all factors into consideration. In the development of shopping centres in disadvantaged communities, one has to look at the retail mix. Maybe Maponya Mall did not get the mix exactly right. What I do know is that there are developers out there that are getting this mix right and the shopping centres they are building in townships and rural areas are quite successfu. The bottom line is that shopping centres can be an important catalyst for economic development in impoverished areas so when developing them we need to ensure that they are located in the best positions, will have long term viability and provide a mix of retail that the people of that area want.

The accessibility analysis can also be done by disposable income. AfricaScope also has disposable income that can be used in the analysis. The key question would be - what extent of disposable income is required to ensure viability of a major shopping centre.

There is a critical need to develop a sustainable network of good quality sports facilities and coaches across the country. This will give children from all walks of life an opportunity to play soccer if they have good eye-foot coordination, rugby if they are big and can run like Pierre Spies, cricket if they can bowl like Makhaya Ntini and if they have good eye-hand coordination to play tennis or hockey. This network must link schools together and to suitable stadiums or clubs where trainers can teach coaches, coaches can teach the children and children can get the competition they need to excel. Only then will we produce teams on merit and that are truly representative of our country.
