Is there a safe way to discard of old printers and used toner cartridges

As it is cheaper to buy a new printer than replace the cartridges, many of us have numerous old printers and toner cartridges lying around. I would like to know if there are any programs that reuse these machines with donated toner to the disadvantaged OR if there is somewhere we can dump them that wont pollute the environment?
