The government will crack down on distributors and retailers supplying an estimated 25000 illegal outlets in the province, Winde said.
These suppliers will be liable for heavy fines, jail terms and asset seizure.
Secure business environments with more lighting, policing and walkways will be provided where alcohol could be sold and consumed legally, he said.
"We aim to reduce the drinking spots in residential areas."
