Why We Exist - The Piracy Threat

Partners Against Piracy (PAP) - Championed by the copyright coalition of South Africa- is a pan African multi-stakeholder initiative committed to protecting Africa’s creative industries from the devastating effects of piracy. We bring together broadcasters, film studios, content creators, regulators, and law enforcement to fight the illegal distribution of creative works across the continent.

Piracy not only robs writers, composers, producers in various sectors, and distributors of their rightful income, but it also undermines Africa’s growing creative economy—an economy with the potential to create millions of jobs, attract investment, and tell authentic African stories to the world.

Through awareness campaigns, policy engagement, industry collaboration, and public education, PAP works to shift perceptions around piracy, demonstrating that it is not a victimless crime but one that impacts livelihoods, opportunities, and innovation.

Active in:

South Africa, Kenya, Ethiopia, Namibia, Ghana, Uganda, Malawi, Botswana, Zimbabwe, Angola, Nigeria and growing.

Over 155 raids to date, 4,351 illegal networks shut down and 107 arrests made continent-wide

  • Namibia – Launched in partnership with national IP board
  • Botswana – 5 syndicate members arrested, shops shut down

  • Zimbabwe – AI tech deployed to detect piracy
  • Mozambique – 160+ hotels raided

  • Ethiopia – MoU signed with MOCS and EIPA to protect IP
  • Uganda – Workshops hosted with URSB

What we do:

  • Coordinate anti-piracy action with Interpol, Europol, US Homeland Security & African governments
  • Enforce laws via raids, arrests, and IP law reform
  • Block pirate sites using AI, dynamic IP blocking, and watermarking
  • Sign MoUs to strengthen enforcement in Ethiopia, Liberia, Malawi & South Africa
  • Educate consumers and scale advocacy that protects creatives’ income
