Humanitarian supply chain management

The short course in humanitarian supply chain hanagement (CHSCM) program has a long-term impact, influencing the development of supply chains and on-going operations in a way that will transform delivery. The CHSCM emphasise more strategic elements of supply chain management and based on the innovative 'competence model' approach.

Humanitarian logisticians are called upon to provide responses in a variety of situations, sometimes planned for, but often happening without warning. In such situations, humanitarian logistics managers must have the ability to quickly construct and operate a supply chain to bring relief to those in need. This well-established programme has been designed to equip humanitarian personnel from different sectors, government, and businesses and with the tools and techniques necessary to succeed in humanitarian logistics management.

Course content:

The following topics will be covered:

Unit 1- Humanitarian supply chain planning
The purpose of this unit is to provide a framework for planning and setting up a supply chain. The unit provides an interface with others to ensure that supply chain activity supports the aims of the humanitarian organisation. This unit provides the mechanisms that enable the logistician to develop appropriate relationships and to provide direction to those whose actions can affect the performance of the supply chain.

The aim and learning outcomes of this unit is to help delegates to be able to:
• Contribute to the development and implementation of global supply chain strategy and plans;
• Contribute to the development and implementation of programme strategy and plans;
• Configure supply chains;
• Plan resources;
• Identify supply chain controls; and,
• Develop and manage internal and external relationships.

Unit 2 - Humanitarian supply chain coordination and operations
The purpose of this unit is to provide a framework for coordinating and operating the humanitarian supply chain. The unit focuses on performance monitoring and management and the techniques to ensure supply chain activity happens in accordance with plans. This unit recognises that coordinating and managing the supply chain involves managing and leading others. The unit therefore also provides the mechanisms that enable the logistician to provide advice, support and direction to others who are carrying out supply chain activities (or who are operating the supply chain). The major learning outcomes of this unit include, but not limited to:
• Observe supply chain activities to spot signals of potential supply chain performance problems (Performance monitoring and measurement);
• Analyse and evaluate data and information on supply chain performance;
• Identify problems with the performance of the supply chain that need immediate actions (Resolving problems and adapting the supply chain);
• Identify people who need advice and support (providing advice and support);

Unit 3 -Humanitarian supply chain improvements
The purpose of this unit is to provide a framework to extend the performance of the humanitarian supply chain by considering opportunities to refine, redesign or restructure activity. This becomes particularly important as the humanitarian response progresses through different phases. It focuses upon assessment tools to identify opportunities and then on change techniques to help embed the improvement. Major learning outcomes include:
• Conduct and evaluable internal and external supply chain reviews;
• Identify problems with supply chain relationships that are affecting supply chain performance;
• Analyse the different supply chain trade-offs;
• Identify and map process improvements; and,
• Assess the economic feasibility study of improvements

Entry requirements:

• In our experience, candidates with tertiary education have a higher chance of completing the program successfully. • For people without tertiary qualifications, the minimum entry requirement is Grade 12. • The entry requirement for being admitted to the "Weekender" alternative is a bachelor's degree. In some exceptional cases we have admitted people without degrees, based on other qualifications and work experience.
