The course examines some of the critical success factors of public-private partnerships and offers a suggested approach to establishing, evaluating and managing public-private partnerships. In this course, learners will gain knowledge on how public-private partnerships are in municipal service delivery. Insights will be gained on important issues (legal, regulatory, procurement, public policy) associated with the establishment of PPPs. Furthermore, real life examples of successful and unsuccessful attempts at partnerships in the area of service delivery will be discussed. The course will add value to a public official who wants to develop a pathway towards becoming an accomplished Municipal finance management and administration specialist.
By the end of the course participants will be able to:
Explain the rational for public-private partnerships (PPP) options as innovative systems for the municipal service delivery.
Prepare a feasible study report showing opportunities for selected PPP options so as to ensure value for money is obtained in the use of public funds.
contribute to institutionalisation of the PPP processes within local government
Apply legal principles in the development of PPP design and implementation of operational frameworks and contracts.
Contribute to the monitoring compliance with regulations for selected PPP projects.
Review the minutes and other records for evidence of municipal service delivery challenges
Compare PPP opportunities and compare the different options being used
