This course is designed to capacitate local government officials in developing and implementing the vision, mission, and strategic objectives and plans of a municipality. Participants attending this course will gain the skills and capability to develop strategic plans and engage constructively in strategic management within municipal environment. This course will also improve a participant's ability to understand and reason through strategic organizational issues, and provide skills that are considered necessary for a municipal finance management practitioner.
By the end of the course participants will be able to:
Contribute to IDP development or revision
Participate in assignments (e.g. SDBIP preparation) that entail linking IDP to budgets
Participate in the compilation of information required by management to analyse strengths and weaknesses of public sector organisations
Use stakeholders analysis sheets to identify internal stakeholders for a selected service delivery programme
Use stakeholder analysis sheets to identify and assess the strength of stakeholder groups for selected service delivery programme
Work with the office of municipal manager and mayor to draw up a timetable for various strategic planning activities.
Conduct analysis of strategic assets of the municipality
