Public Sector Supply Chain Management

This course seeks to unbundle supply chain management as an important mechanism in service delivery. Traditionally, supply chain management has been misunderstood and undervalued in its role to enhance quality services to the community. Its strategic importance has not been recognised, and it has been under-capacitated. Participants at attending this course will learn about the missing link in their supply chain that leads to non-compliance. The course is will provide understanding of the latest principles and guidelines for supply chain management in the municipal context as well as the legislative framework which governs supply chain management within local government.

By the end of the course, participants will be able to:
• Understand and apply the relevant legislation that governs supply chain management within the public sector.
• Understand the functions of the various elements of supply chain management and to apply these functions effectively.
• Demonstrate an understanding of demand management in local government context and conduct a needs analysis to support the strategic objectives.
• Align plan procurement items to budget.
• Compile specifications and/or terms of reference and evaluation criteria.
• Discuss elements of a supply chain management model that apply to the bid committee system.
• Demonstrate understanding of acquisition management in the public sector.
• Demonstrate the ability to evaluate and adjudicate in bid committees.
• Understand how to mitigate risk in supply chain.
• Demonstrate the ability to monitor and evaluate supply chain performance.
• Understands the ethical issues in supply chain management
