I'm sure you've had situations where you or your line managers, supervisors, team leaders or departmental heads rated a subordinate during a performance appraisal session and the subordinate was not at all agreeable with the performance rating. Some of the issues raised by the subordinate might be that they feel victimised, unfairly treated or simply that they believe their rating to be 'outstanding performance and yet were rated as below average. The situation can easily escalate into a full scale industrial action if union representatives or shop stewards join the 'fight'.
