Outcomes-based contracting and impact bond course

This is a new short course being offered by the Bertha Centre, a specialised unit at UCT's Graduate School of Business.

In this course, government officials in senior management positions and development finance institution representatives will gain an understanding of how national, provincial and municipal departments and country donors can use outcomes-based contracts and Impact Bonds to improve the effectiveness of social and environmental programmes. They can also learn how donor and investor capital can be used to de-risk innovative interventions and expand services.

These contracting and financing models have garnered significant interest globally as they bring public and private sector expertise and resources to bear on complex and intractable social problems.

South Africa has been leading the investigation of these instruments in the developing world with multiple projects in development phase across a variety of sectors. As such this course comes at an opportune time for government officials and policy makers to learn from both international and local experience as we try and tailor these tools to suit our context.

Delegates will be given tools to evaluate whether particular social issues are suitable to be approached in this manner, how outcomes are defined and priced and how specifications can be written up in order to run a procurement process. They will be given the opportunity to engage with investors and donors who have experience in the field. They will participate in case study based workshops led by a diverse group of leading experts in the field. At the end of the course, they will be able to take their first steps to realise the potential of using these contracts in their own departments.

The course will provide a world-class, tailor-made curriculum to participants and will be taught by leading experts and practitioners from across the globe including Tamsyn Roberts from the Centre for Social Impact Bonds at the UK Cabinet Office; Marta Garcia from Social Finance as well as Barbara Kong and Liesbet Peters from D.Capital. Some of the local contributors include Dr. Tracey Naledi from the Department of Health, Mark van Wyk from Mergence Investment Managers, as well as Dr. Susan de Witt and Aunnie Patton Power from the Bertha Centre.
