	<description>The Consumer Protection Act Amendment Regulations, 2026 (the “Amendment Regulations”) introduces a structured, centrally administered process for the regulation of direct marketing in South Africa. The amendment gives operational effect to the statutory opt-out right contemplated under the Consumer Protection Act 68 of 2008 by establishing a National Consumer Commission (“NCC”) administered opt-out registry, imposing mandatory registration obligations on direct marketers, and requiring periodic “cleansing” of marketing databases against the registry. In substance, the Amendment Regulations shifts anti-spam compliance from a decentralised, consent-based model to a centralised, registry-driven compliance model.</description>
