New title provides pharmacists and students with an in-depth understanding of pharmacy law

Pharmacy Law in South Africa (A Practitioner’s Handbook) meets a need in the pharmacological field for a title that educates on the legal and ethical requirements of pharmacists. Written by Andrew Gray (BPharm MSc (Pharm) FPS FFIP), Lorraine Osman (DipPharm FPS) and Yousuf A Vawda (BA BProc LLM LLD), the handbook fills a critical gap in the market, combining chapters contributed by authors with diverse and substantial experience from a range of practice environments.

“We are not aware of any other title in South Africa that provides an explanation of the logic, construct and application of pharmacy law the way this title is able to,” says co-author Lorraine Osman. “This handbook will be useful to pharmacists, pharmacist interns, pharmacy support personnel and pharmacy students by providing them with an in-depth overview of important legislation. This is essential because pharmacy professionals, who usually don’t have a legal background, must understand and comply with complex legislative requirements.”

About the authors

Andrew Gray (BPharm MSc (Pharm) FPS FFIP):

Andy Gray is a Senior Lecturer in the Division of Pharmacology, Discipline of Pharmaceutical Sciences, University of KwaZulu-Natal. He is also an Honorary Senior Scientist: Consultant Pharmacist for the Centre for the AIDS Programme of Research in South Africa (CAPRISA), a Visiting Fellow in the Faculty of Pharmacy, Rhodes University and a member of the World Health Organization’s Expert Panel on Drug Policies and Management.

Andy has served as a member of the Medicines Control Council (MCC), on the Names and Scheduling Advisory Committee, currently as its chair, on the South African Health Products Regulatory Authority (SAHPRA) Legal Advisory Committee and Regulatory Advisory Committee. He was appointed to the South African National Essential Medicines List Committee in 2013, and currently chairs the Paediatric Expert Review Committee.

Andy is associate editor of the South African Pharmaceutical Journal, section editor of the Journal of Pharmaceutical Policy and Practice and serves on the editorial boards of the International Journal of Clinical Pharmacy, Health Systems and Reform, and BMC Health Services Research. He has also been a member of the editorial committee of the South African Health Review, published by the Health Systems Trust.

Lorraine Osman (DipPharm FPS):

Lorraine Osman’s work has taken her into most sectors of pharmacy, including academia, community pharmacy, drug information, private hospital pharmacy and the pharmaceutical industry. Her experience includes working at the School of Pharmacy in Johannesburg, where she was the head of the Pharmacy Practice division, being principally interested in pharmacy law. She served as the head of public affairs at the Pharmaceutical Society of South Africa and is currently the editor of the South African Pharmaceutical Journal, the South African Pharmacist’s Assistant magazine and the Pharmacy Law Compendium. She has served on the South African Pharmacy Council (SAPC), where she was Vice President in her second term, chairing the Human Resource Task Team and involved with the development of the scopes of practice and qualifications for pharmacy technicians and authorised pharmacist prescribers. She also served on the Education Committee, the Practice Committee, the Continuing Professional Development Committee, the Committee for Preliminary Inquiry and as chair of the Committee of Formal Inquiry. She also chaired the Committee of Formal Enquiry for the Allied Health Professions Council of South Africa (AHPCSA).

Yousuf Vawda (BA BProc LLM LLD):

Yousuf Vawda is an Honorary Research Fellow in the School of Law, University of KwaZulu-Natal, where he retired as Professor of Public Law. He practised as an attorney of the High Court of South Africa and was Director of the University of Durban-Westville Law Clinic. He has been actively involved in community and political activities for approximately 40 years. His research interests include intellectual property and access to medicines, medicines regulation in Africa; and generally, the intersection between intellectual property, human rights, medicines regulation and trade.

Yousuf served on the Medicines Control Council where he was chair of the Legal Advisory Committee and served on the Executive Committee. He also served on the board of Legal Aid South Africa and was chair of its Legal Services Committee.
