Job description

To oversee the programme management office and a team of project and technical implementation (deployment) and support staff. Strategy planning, analysis, design, implementation and maintenance of company's projects and programmes according to product or business requirements.

Key Responsibilities and Deliverables:

Design and implement effective Business/IT/PMO Strategy
  • Provide thought leadership and guidance to the approach and documentation of PMO strategy, objectives and project delivery
  • Own project repository for succession
  • Monitor the business sector, industry, technology, infrastructure, legal and regulatory environment trends
  • Ensure quality of project deliverables which reflect a robust and complete business solution

Plan PMO Strategy and Activities
  • Develop a PMO framework and approach. Ownership of outlining activities and deliverables on the programmes and project
  • Align with business, Technology and IT strategy
  • Define a project, solution analysis, training, project, quality assurance framework and approach
  • Manage and deliver on business requirements and testing (framework and actual delivery)
  • Manage and define the stakeholders required to fulfil the solution requirements implementation including their role and responsibility
  • Allocate resources according to priority and classification of projects or incidents
  • Deliver and maintain an overflow of resources (overtime, automation, vendors)
  • Implement and monitor technology to manage communication, resources and processes

Plan and own Solutions delivery for PMO
  • Manage structure to plan and understand the business and its applications. Link between business and technical architecture (infrastructure, application etc.)
  • Initiate proactive projects (by understanding business domains)
  • Define and validate documented requirements to ensure they match business and IT strategies and stakeholders requirements
  • Proactively identify problem areas/short-comings
  • Identify areas of improvement or opportunities to existing business processes and applications: Project and programme book of work
  • Take ownership for high-level solution design to achieve business requirements and Technology strategy
  • Develop framework and process to optimise, plan, organise and resource to deliver
  • Assume ownership of business cases / technical and business input
  • Ensure that fit for purpose governance / methods are used

Analyse and Design Business Solution: Methods/Resources/Technologies
  • Compare and adopt best practice business processes that fulfil the business needs
  • Own people, process and technology for solution analysis, application, technical implementation, infrastructure, support, training and project management (including administration)
  • Define the project management, business/systems analysis model
  • Accountable for fit/gap analysis and impact analysis
  • Management of vendors and resources to deliver
  • Manage prototypes and screen flows to supplement documentation
  • Own and identify strategy and high level solution alternatives and based on the chosen decision analysis technique propose the best one to meet a business need

Deliver and Support Project Solutions
  • Provide managerial support and input into programme office and project management resources integration testing approach, test cases and test scenarios
  • Manage the strategy, resources and process for quality reviews and implement corrective measures to ensure compliance and/or to enhance the solution
  • Oversee/manage the identification of risks and issues pertaining to the implementation of the solution requirements
  • Oversee/manage the changes to project scope and provide advice on impact to project timelines, solution scope and functional resource requirements to the project/programme manager
  • Manage inputs to relevant teams for continuous improvement
  • Manage status reporting on project or programme of activities
  • Implement governance framework for projects and handover framework for support
  • Manage project demand and supply
  • Handover to relevant support or service areas
  • Own engagement/communication model
Effective people management
  • Take full responsibility for performance management of all direct reports, managing their performance in relation to quality standards, HR processes and agreed benchmarks and objectives, focusing on all aspects of sound people management
  • Ensure appropriate levels of management and accountability
  • Motivate, delegate and empower appropriately, enabling direct reports to take responsibility and display creativity, initiative and commercial acumen


Minimum Qualifications:
  • Relevant IT Post Graduate University Degree
  • Advantageous: Set up of PMO’s: Management of large programmes (ERP or complex linked projects)
Minimum Experience:
  • Minimum 10 -12 years’ experience in Programme management or complex project management
  • Experience in working in a multi discipline team fostering collaboration and team work
  • Experience in management of project managers, business analysts, quality assurance, and matrix project structures and/or teams
