The awarding of radio licences

The Independent Communications Authority of SA (Icasa) wants to double the number of available commercial radio licences within the next couple of years. How can we be assured that these licences will be awarded fairly?
There are a number of stations with temporary licences who have been waiting unsuccessfully for approval for a permanent licence for years now (e.g. Radio Veritas). These have been passed over again with the recent awarding of secondary licences.

I'd like to know the criteria for approval of new licences. Surely the popularity of the proposed station should bear weight?

Radio Licences-
I fully agree that popularity should count for something, after all Democracy is based on the "Majority rules" concept. I have been listening to Radio Veritas' numerous broadcasts and look forward to hearing them on the airwaves every time. I can only hope that ICASA will award them a permanent license soon. The truth is we need something different-
Something has to be done regardless because SA radio is terrible and we need alternatives.

5FM and 94.7 (who are the worst culprits) are shutting out hundreds of thousands of listeners becuase of their music selections and their ability to kill a decnt song in a matter of a week.

News flash, there are more than 10 songs in the world! Maybe it's time to diversify....?

I couldn't agree more with you Nic that's why we have new radio Station such as Jo-burg City Community Radio they have picked the pieces that where left out by all these big guns and I'm telling you now this is going to be one Radio Station with an attitudes just waite and watch I have seen the content of the concept and the determination of the initiater, and all the other particupants. CAMPUS RADIO-
I'm not to sure on the exact process of issuing licenses but I can present a personal case regarding Campus Radio.

We have been embroiled in a battle to exercise our right of broadcasting since being awarded a permanent license already back in September 2003.

It seems that if there is any contest to the reasons for being awarded the license, court cases can ensue and the license is put on hold.

Obviously, it is necessary to submit possible listnership figures( through signatures etc), the intended target market and goal as some basis for obtaining a license.

For now though, Campus Radio is very successfully working on temporary licenses which are issued for a month, with 1-month waiting period. It would be highly appreciated if everyone could please support 92.7 for the month of May, so that our case for the permanent license is even stronger. Posted on 9 May 2005 15:22

I read about Campus Radio on your website. I tuned in immeditealy and was very impressed with what I heard.

While some of the DJs and news readers need a bit of a grooming course, the music is diverse and hardly repeats itself, which is something that we've been needing for a very long time.

The likes of 94.7 and 5FM, I think, have lost the plot totally.

Message to them: There are thousands of awesome songs out there, you don't have to keep playing the same ten over and over again.

As an ex-RAU Radio DJ, I was extatic to hear that Campus radio is up and running and I look forward to you getting a permanent licence because we really need some alternatives in the local radio market. Posted on 9 May 2005 16:24
BayFM / CBFM-
The story in pe is similar, more drawn out though. Dont quote me on this but from the newspapers this is what i have gathered:

(fyi CBFM is now BayFM since april 2004)

-CBFM was denied their 4 year licence renewal by the IBA in 1999. CBFM then took icasa to court as IBA did not supply any reasons for this denial. The court ruled that CBFM may continue broadcasting till ICASA (so much time had passed icasa had now been formed) reviewd the licence application

-ICASA finally called BayFM to a hearing 5 years after IBA's denial. This was in june/july 2004.

-ICASA notified bayfm in March 2005 that their licence was denied. No reasons again...

As far as i know this is where it sits at the moment - as an outsider i dont know what is going on till the general press publish it :)

With 80000 listeners (RAMS 2004) it would be a big pitty if BayFM closed their doors. Even though BayFM isnt technically a campus radio station anymore (they moved out of upe in April 2004) they still train alot of dj's who have been employed by AlgoaFM, Metro, KayaFM and GoodHopeFM - i think the afected community stations should be supported so as to not let the whole radio spectrum to be controlled by a few groups/corporations

I must express my bitter feeling about the Telecommunications and Broadcasting regulations that stunt the skills in South Africa in these area's - especially in the Telecommunications side.

Why Was 5 to 6 Taken Off Air At Veritas!-
I just want to know why Ghana. Hattingh's show was taken of air, can anyone from Veritas explain, may that's why they have a licence Issue, 5 to 6 with Ghana Hattingh was the best show on that station......Father Emil and Olinda Orlando please tell us what went wrong. Posted on 1 Aug 2005 11:47
