Totally confused by Akim Masamba

That would be a massive improvement, because in a similar story (2006) (allAfrica.com: Zimbabwe: Freight Industry At 40 Percent Capacity), the chap tells us the freight industry is operating at 40% capacity. Has he slashed the figures like their government did to prices?
