They offer a course on Graphic Design, and I'm sure they will be happy to chat to you about their policy on bursaries.

Otherwise, your brother might want to try the time-honoured route of knocking on the doors of advertising agencies, and showing his portfolio to anyone who might be interested.
If he does show talent and promise, and he is prepared to start from the ground up, even as a general "gopher" in the art department, he will get ahead in the industry. Perseverance and passion count as much as talent, and maybe even more than a qualification on paper.
